The protectionist Carey was the natural opponent of the free-trader Cooper. Their policy differences reflected the opposing constitutional views of the Strict Construction South and the industrial North, which sought protection for its infant industries; and, later, the differences between Jeffersonian Democrats and Whigs [later the Republicans].
