Angell was a prolific writer of legal treatises, highly praised in Marvin's bibliography and DAB. The Harvard Law Catalogue includes many of his publications.
Angell denounces, with passionate ferocity but great erudition, the Rhode Island legislature's lawlessness in enacting a tax on banking corporations whose original charters exempted them from tax. He demonstrates that the law unconstitutionally impairs the obligation of contract, and insists upon a State's duty to respect constitutional limitations.
