Demonstrating the weakness of Congress under the Articles of Confederation, the Preamble to an Act notes that Congress "recommended" that the several States repeal Acts "repugnant to the Treaty of Peace, between the United States and Great-Britain; and that each State pass such Act of Repeal..." So the Connecticut General Assembly does so, with a disclaimer that no such Acts exist in Connecticut anyway. This is the "official issue," with other printings in Hartford and New Haven.
