Ellet, a highly regarded civil engineer who had built "the first important suspension bridge in the United States" [DAB], renders a detailed examination of the subject, having revised his earlier estimates in light of the Report of the Chief Engineer "upon the choice of routes to the City of Wheeling."
Ellet admits errors in "original comparative estimates condemning the Grave creek route." But he discusses serious differences with the Chief Engineer's Report.
