"Fair Play" is evidently a consortium of ocean mail steamers opposing efforts by competitors- - "sailing vessels, or other ships propelled by steam"- - who seek government support to diminish the market for ocean mail steamers.
Congressman Parker, of Indiana, served as such from 1851-1855. We suggest that this item was printed during that period.
