The Georgian Crawford, Secretary of the Treasury during the Madison and Monroe administrations, had previously been U.S. Senator, Minister to France, and Secretary of War. He was, with John C. Calhoun, the most powerful contemporary Deep South politician. His 1824 presidential candidacy would be thwarted by a stroke, apparently resulting from an inappropriate prescription from his physician.
"No other Georgian of his time achieved as much political prominence in the early national period as did William Harris Crawford. A two-time U.S. presidential nominee and the only Georgian to run for the presidency prior to Jimmy Carter, Crawford campaigned in both 1816 and 1824" [New Georgia Encyclopedia].
Crawford reports on the condition of the Bank of the United States, and the condition of the national currency. The Panic of 1819 had resulted in widespread depression and financial catastrophe. "All intelligent writers upon currency agree that where it is decreasing in amount, poverty and misery must prevail. As there is no recorded example in the history of nations of a reduction of the currency so rapid and so extensive, so, but few examples have occurred of distress so general and so severe as that which has been exhibited in the United States."
