The first edition [Evans 21916] of 46 pages was published in 1789. Evans also records a New York printing in 1790, as well as 1792 and 1793 issues.
Lathrop argues that, "No man has a right to officiate, or ought to be received, in the character of a publick teacher of religion, until he has been approved and recommended by Elders of Churches." The Appendix provides further support for his proposition.
