Bank loans, guaranteed by the States with the aid of bondholders, will supply the necessary funding. The author expects "that the manufacturing interests of England, especially of Lancashire and Yorkshire, would assist the Southern States by subscribing to the plan proposed, which would enable them to procure an increased supply of cotton, of which they stand so urgently in need."
