REGULATIONS FOR THE ELECTION OF MEMBERS OF CONGRESS AND OF ELECTORS OF PRESIDENT AND VICE PRESIDENT OF THE CONFEDERATE STATES. . . EXTRACTS FROM ELECTION LAWS.
[Richmond: 1861]. Folio broadside, oblong 14" x 17." Can be folded to [4]pp with printing only on the middle pages. Light old folds, mild wear. A rare and evidently unrecorded Virginia Confederate imprint. Very Good plus.
We have sought with obsessive diligence to locate another copy of this rare item, but we have not succeeded.
The "REGULATIONS," printed in two columns on the left half of the broadside, prescribed that "Confederate States" would be substituted, where applicable, for "United States" in the laws of Virginia. The Regulations created sixteen Congressional Districts "to which this State is entitled in the House of Representatives of the Confederate States." The Confederate States of America was formed in February 1861, but without Virginia, which did not join until May. Hence this broadside was printed at some time during or after May 1861.
The Regulations, which provided for soldiers to vote in the field, also established rules for "Electors of President and Vice President." Voting for those offices was scheduled for 6 November 1861, pursuant to the 21 May 1861 "Act to put in operation the Government under the Permanent Constitution of the Confederate States of America".
Thus this broadside was printed at some time after 21 May 1861, and before the 6 November 1861 presidential election.
The "Extracts," printed in two columns on the right half of the broadside, contains extracts from the Code of Virginia, Second Edition, Including Legislation to the Year 1860, and includes qualifications for voters, places of voting, appointment of commissioners, oaths of officers, etc.
This evidently unrecorded Confederate Imprint informed Virginia citizens of the fast-moving developments in its political and civil organization. Item #42258
