AND IS NOW A DESERTER AT LARGE; AND THAT IT IS THE IRREVOCABLE RULE OF THE DEPARTMENT, WHICH THE GOOD OF THE SERVICE REQUIRES SHOULD BE STRICTLY ADHERED TO, NOT TO ISSUE ANY ORDER RESPECTING OR GRANT ANY INDULGENCE TO DESERTERS AT LARGE.
