This Session passed the controversial Judiciary Act, signed by Adams in February It created district and circuit courts, and provided the framework for Adams's 'midnight appointments' to the bench. As Henry Adams, the President's grandson, observed of the Act, "The Federalists used their last moments of power to establish themselves in the posts it created.
